They can not exceed 1,000 Credits. Only Captains can exceed this limit. If you have used a Loan and wish to use another you must pay back the full 1,000 Credits before taking out another 1,000 Credits.

I believe that refers to taking out a loan from the ZBC bank; Captains are able to give loans to their pilots from the team pot at their discretion.

You might be right but it doesn't say anything about the ZBC World Bank. I'll check with Tetsuo just to safe rather then sorry.

Loans are determined by your captain seeing as that they come from the team's bank account.  You must talk to your captain to see how much they'll loan you.
